Cancel appointment order, says Org

ITANAGAR, May 30: All Arunachal Pradesh Unemployed Youth Organization (AAPUYO) opposed the alleged appointment of six Tax and Excise inspectors under Tax and Excise department  on deputation basis from various department vide no Tax (E)-18/2010 (vol-I) dated Itanagar 29th April 2012. The organization said the appointments are made without maintaining the recruitment rules.

It said that there is no deputation provision in the present recruitment rules and as such the appointment of six Inspectors in Tax and Excise department has discouraged the established statutory laws of the state.  The appointments on deputy basis had already been challenged in the court and the judgment is still awaited, the organization said and urged the concerned authority revoke the appointments on deputation basis within one week. It threatens to launch movement against the authority if their demand is not fulfilled.

 

KVK distributes 1.50 lakh fingerlings in Lohit

ITANAGAR, May 30: The Krishi Vigyan Kendra (KVK) Lohit district distributed 1,50,000 fish seeds of Indian Major Carp and Exotic Carp to 54 fish farmers of Khoaji, Kumari Khampti, Mahadepur- I, II, IV, Juna-IV, Chongkham, Gunanagar this year under Front line demonstration and On farm trail to develop composite fish culture and Integrated fish farming.  The fingerlings were distributed under the guidance of subject matter specialist in Fishery Science Dr. Debasis Sasmal with an objective to improve the fish production and for livelihood security of rural people living in the disadvantaged regions.

 

Forest official raids market

ITANAGAR, May 30: The Department of Forest today raided Pasighat Market to check selling of wild life.   

DFO (Wildlife) T. Mize made it clear to the vendors not to indulge in selling and buying of wild animal. He warned of strict action if anyone violated the orders.  

He further appealed one and all, especially the literate and educated section of the society to discourage killing and selling of wild animals by abstaining from buying. There will be more raids to apprehend offenders in the town, Mize warned.

 

Declare results

ITANAGAR, May 30: Arunachal Pradesh Diploma Engineers Association (APDEA) Unemployed wing has criticized the PWD authority for not declaring the  results of the written examination  which was held on January 8 last for JE posts.

It appealed the authorities to declare the results at the earliest.

The Association further alleged that RR rules were violated in selection of JEs in WRD. It said the department concerned advertised for 10 JE posts only, but 75 candidates were selected during written examination held on February 20.

 

Epa’s death mourned

ITANAGAR, May 30: Central Nyedar Namlo (CNN) and Nyedar Namlo Doimukh unit condoled the death of Tana Epa, who died on May 27 after a prolonged illness.

Epa was one of the senior founder members of the Namlo movement.

While remembering his contribution towards the society and state, the CNN and Namlo unit described Epa’s death as an irreparable loss to the society.

The vacuum created with his death would be difficult to fill up, they said in a condolence message.

 

KVK training for farmers

ITANAGAR, May 30: Krishi Vigyan Kendra (KVK), Tawang organized a one-day training programme on “Scientific method of cultivation of Chilli and Capsicum” for farmers and farm women at Shyo basti, Tawang today.

Altogether 21 farmers participated in training programme.

Subject matter specialists in Horticulture Dr AK Tiwari and in Plant Protection Lakshmipriya Borah conducted the training programme as resource persons. They also highlighted  about Integrated Disease Management (IDM) in vegetables.

Later, the farmers got their various agriculture related doubts cleared in an interaction session with the resource persons.

 

NENCPCC extends support to Sangma’s candidature

ITANAGAR, May 30: The North East Nationalist Congress Co-Ordination Committee (NENCPCC) while endorsing All India Tribal Federation’s proposal for a tribal President, has decided to support the candidature of NCP North East strongman Purno A Sangma in the ensuing presidential election.

NENCPCC which met in Guwahati on May 28 also urged the NCP national president Sharad Pawar to respect the sentiment of people of North East and lend his support to the candidature of Sangma.

 

DASU seeks proposal from DC

ITNAGAR, May 30:  Dibang Adi Students Union (DASU) has demanded the Lower Dibang Valley Deputy Commissioner to submit the necessary proposal for early up gradation of Dambuk sub-divisional office headquarters to independent Additional Deputy Commissioner.

DASU in its letter to the Deputy Commissioner alleged that the necessary proposal from the DC’s end is not yet processed though the required formalities and proposals for upgradation of the SDO hqs have already been completed and submitted to the district administration by the Dambuk SDO in October 2011.

DASU demanded the DC to take up the needful in this regard within a week failing which DASU has threatened to launch democratic movement.

 

Fulfill demand: AASSATA

ITANAGAR, May 30: All Arunachal Sarva Shiksha Abhiyan Teachers Association (AASSATA) has appealed to the state Govt to fulfill the one-point demand for rectification of pay anomalies.

AASSATA in a release today said the  proposed state-wide indefinite pen down strike from June 1 could be avoided if the Govt  is sincere towards the demand to rectify the pay anomalies of assistant teachers, physical education teachers, laboratory assistant, junior librarians and craft teachers.

The AASSATA also urged the state Govt for release of  two months’ pending salary of SSA teachers at the earliest.

 

Environment Day at Kharsang

ITANAGAR, May 30: With the aim to create awareness among masses on the need to save environment, an Eco-Cycling race for women is being organized on June five at Kharsang circle by Geo-Enpro Petroleum Ltd. Kharsang with the support from local administration and the Kharsang Circle Unemployed Youth Association (KCUYA) to mark the World Environment Day.

Further, the “Kharsang Football Trophy,” a district level tournament would start from June  25 at Govt. Hr. Sec. School Kharsang playground which is being sponsored by Geo-Enpro Petroleum Ltd. Kharsang.

 

ATSU conference

ITANAGAR, May 30: The 21st annual conference of All Tekang Students Union (ATSU) under Yagrung circle of East Siang District began today.

Attending the programme, Dr: Taken Siram, medical specialist advised the students union to be sincere in their approach to reach the ultimate goal.

Okom Tamuk, Lok Sabha General Secretary (Admin) Eastern Parliament of Indian Youth Congress advised the students to refrain from  bandh culture which does not provide any solution rather  hinders development process. He urged the society members to avail the benefit of Centre’s various flagship programmes for development of rural communication, electrification, drinking water facilities etc.

He suggested for development of Late Matmur Ditung ‘s memorial place to make it an international tourism spot with construction of approach road. He asked the ATSU leadership to take initiative in this regard.

The inaugural function was attended, among others,  by senior citizens, local villagers, gaon buras, panchayat leaders and students.

 

Siram, orgs mourns principal’s death

ITANAGAR, May 30: Education Minister Bosiram Siram mourned the death of Bamin Tanii, Principal, Govt. H. S school, Ziro.

“I  am deeply shocked to hear the sudden and untimely demise of Tanii,” Siram, in his condolence message to the bereaved family member said.

“Tanii was an efficient and dedicated officer. In his death the department has lost one of its most outstanding officers. The vacuum created with his death will be very difficult to fill up,” the message said and added that his contributions towards the education department will be remembered forever.

Tanii was also closely associated with various social activities and worked selflessly till his last breath, Siram said and prayed to almighty to give enough courage and strength to his family to bear the irreparable loss.

Apatani Teachers’ Welfare Forum (ATWF) and Apatani Youth Association (AYA) have expressed deep shock at the demise of  Bamin Tanii, who  died at Vellore CMC on  May 27.

Born at Bamin village in 1968, Late Tanii was a man of amiable nature, who always extended helping hand to others. With the death of Tanii,  the Forum lost a good human being.

The demise of Tanii is an irreparable loss for students and the whole Apatani community. He was a capable administrator and good friend of the students, said  the Association in a condolence message.

The Association urged younger generation of Apatani community, especially the teachers to emulate the good qualities of Late Tanii.   

 

Lummer Dai’s birth anniversary

ITANAGAR, May 30: The 72nd birth anniversary of eminent novelist and doyen of journalism, late Lummer Dai, would be observed on June 1 next with a day-long programme, jointly by Arunachal Pradesh Literary Society and Assam Sahitya Sabha.

The programme includes paying of floral tributes at Punyasthal – final resting place of Dai at his Prem Nagar (Naharlagun) residence followed by inauguration of Lummer Dai road near Arunachal State Hospital, Naharlagun by Education Minister Bosiram Siram and a public meeting at the conference hall of the Arunachal State Hospital.

A delegation of Assam Sahitya Sabha led by its president Rong Bong Terang and secretary Paramananda Rajbongshi is arriving here tomorrow.

Indo-China border personnel meeting at Bumla, re-affirms friendship and peace

ITANAGAR, May 30: In furtherance of the existing bonhomie between India and China, a special Border Personnel Meeting (BPM) was held today at the historic “Maitri Sthal” near the Bum La Pass in Tawang.   

It is one of the three special BPMs conducted at Bum La on the Indian side every year.

The BPMs between the army personnel of India and China serve as a vital platform for resolving local issues and fostering confidence with a view to maintain peace and tranquility in the area.

Brig  JS Rajpurohit, Indian Army Delegation leader received the Chinese delegation.  The meeting saw both the sides re-affirm their resolve to strengthen friendship and to maintain peace and tranquility along the border.

Delegations from both sides interacted with each other in a free and cordial environment and cheerfully posed for photographs to cement the memories of the day. The delegations parted amid feelings of satisfaction and commitment towards enhancing the already existing friendly relations between India and China, said a release.

 

 

Spreading the message of peace and brotherhood

ITANAGAR, May 30:  Recently a cyclist from Amritsar district in Punjab, Parvesh Masih, who entered Itanagar with a mission of spreading peace and promote brotherhood,  was in for surprise when he  found out that Arunachalees --  children and aged alike, speak Hindi.

“I am really surprised to see the people, particularly the kids speaking Hindi. It has broadened the spirit of brotherhood and nationalism,” says Masih.

Masih, 63, had started his journey on bicycle to promote peace and brotherhood across the country on January 20, 2009.

He has already travelled through Leh, Ladakh, Bihar, Uttarakhand, Haryana, Punjab, UP, Himachal Pradesh, West Bengal, Sikkim and North-eastern region of the India and neighbouring Bhutan and Nepal. He entered Arunachal Capital on May 5 last.

The bad news is that the peace messenger could not visit the whole of state capital as he has been unwell from the day he landed here.  He has been forced to abandon his plan to visit Bomdila and Tawang. However, he had visited Vijaynagar and Miao area of Arunachal.

Determined to  promote peace, unity and integrity, the cyclist is planning now to accomplish his mission by visiting Bihar, Jharkhand, Madhya Pradesh, Gujarat, Rajasthan, Maharashtra, Gao,  Tamil Nadu, Kerala and other remaining states and if possible Pakistan and Bangladesh in neighbourhood. He showered praises to the police and administration who extended helping hand in the time of need.

Interacting with this daily, Masih said that “youths are the backbone of society and the Nation; they should not be lured by the unproductive activities and always concentrate in innovative and creative ideas for the benefit of nation.” He, however, expressed anguish over the uncontrolled price rise in almost all the essential commodities.

“The common people are suffering a lot due to ineffective policy and inept handling of financial matters by the authorities in the country,” he said.

 

 

Miao Mini Zoo gets recognition

MIAO, May 30: Zoo Authority of India has provisionally granted recognition to Mini Zoo, Miao under Section 38 H of the Wildlife Protection Act for a period up to October 31, 2014 subject to compliance with some directives.

This was informed by Conservator of Forest and  Field Director (Project Tiger) Namdapha National Park.

Zoo Authority also emphasized on submission of Master Plan for alternate site of zoo with ample provisions for the animals.

The existing Mini Zoo area is small and does not fulfill the laid down norms of a Mini Zoo. The alternate site is therefore urgently required so that Master Plan for Mini Zoo can be prepared and submitted to the Zoo Authority of India (ZAI), officials said.

The provisional recognition of Mini Zoo by ZAI is a welcome move. The animals in the zoo are in pathetic condition as the area is too small and it needs urgent shifting to a safer and hygienic site, far from the township.

To arrive at a final solution, the Field Director has called a meeting on June 5 where representatives from different sections of society have been invited. The Singpho Development Society has welcomed the recognition and has assured every support in finding a suitable land for the puspose.

 

 

No mega dams without people’s consent: NESO

NE students announce agitation against govt policies

ITANAGAR, May 30: The North East Students' Organisation (NESO),  an umbrella body of eight student organisations of the North East, has demanded suspension of all activities on dam sites, including the 2,000 MW  Subansiri Lower Hydroelectric Project in the Assam-Arunachal Pradesh border.

Announcing a series of agitations across the region opposing construction of big dams and in demand of repeal of Indo-Bangla land swap deal, besides other issues, NESO Chairman Samujjal Bhattacharjya told reporters that as part of the first phase of agitation members of various student bodies from across North East will gather in Guwahati on June 7 for demonstration.

"In the second phase, similar protests would be held at all state capitals of North Eastern region. We will focus our agitation on state governors, who are representatives of the centre to highlight our cause," he said.

NESO,  in its general council meeting here yesterday and today  said, "We want development and we want energy supply. But this should not come at the cost of people and environment," Bhattacharjya said.

Majority of mega hydel projects in North East, including Arunachal Pradesh have been signed randomly between various power developers and respective state government without people’s consent and proper study on impacts of dam at downstream and upstream as well, NESO said in a separate statement.

It also took strong exception to the reluctance of  power developers, particularly NEEPCO, NTPC and NHPC Ltd to recruit in group C and D posts and non-regularization of services of employees on contract basis and contingency staff.

NESO, Meanwhile today organized a ‘Sit in Protests’ in Jantar Mantar, New Delhi, demanding fulfillment of various demands, including Separate Education Commission for North Eastern States, immediate repeal of Arm Forces Special Powers Act (AFSPA) and expediting the peace processes in the region, a comprehensive policy for Chakma refugees, solution to stapled visa issue, repeal of India-Bangladesh land swap deal, Inter-state Boundary Commission for North East, separate time zone for North East, to end discrimination against students of North Eastern in Delhi and other metros of India, demand for special constitutional status to North East, employment policy for North East in Central and Public Sector undertakings in North East.

NESO urged the Centre to initiate some urgent step to regularize the services of contingency and contractual staffs at the earliest. It also urged for recruitment of local youths from the region in Group C and D posts of various power developers.

NESO is also demanding setting up a Separate Education Commission for North Eastern States.

NESO also reiterated the demand for cent percent reservation for local youths in grade III and IV posts in all Central Government establishments located in North Eastern states besides special preferences in grade I and II posts considering ever growing unemployment problem in the region.

Annual meet of SABB gets underway

BILAT, May 30: The 18th Annual Student Meet of Student Association of Bamin-Bilat (SABB) got under way today at Bamin village with participation of the student communities of all categories.

The 12-day programme started with flag hoisting and lighting of lamp by the District Art and Culture Officer Augusti Jamoh in presence of the village heads and other invited guests.

Addressing the opening ceremony, Jamoh exhorted the student communities to work for the overall development of the society. He advised them for putting priority on ‘personality development’ through dissemination of useful knowledge.

Stating that duty and responsibility of a student should not be limited to study on allotted subject matter, Jamoh opined that they should be front runner in eradication of prevailing evil practices in the societies. “Students should keep an overall surveillance on developmental processes. The students have the responsibility to conserve traditional cultures, natural flora and fauna”, said Jamoh.

Jamoh, who is native of the village urged the parents to guide their budding children properly.

Speaking on the occasion, Bamin village head Gaonburah Tarung Dupak laid stress on unity and brotherhood among the students. He urged them to keep a regular vigil on the infrastructure and functions of the educational institutions in the area.

Yalem Mesar, the ASM of Mirem suggested the students to obey their parents, teachers and the elder, who can guide them on the right way.

On the occasion, four meritorious students of the village, who have shown excellent result in secondary examinations in 2011, were felicitated which was sponsored by Rajiv Takuk, a native of the village and Deputy Commissioner Kurung Kumey.

The secretary of SABB, Talem Taloh informed that the 12-day programme includes various competitions among the students of different categories.

 

 

Agri dept, KVK effort to save crop

ITANAGAR, May 30: Following reports of crop (paddy) damage by White Backed Plant Hopper (WBPH) in paddy fields of various villages of Upper Subansiri, a three days campaign cum demonstration programme on management of the insect was organized for the farmers by the DAO, Daporijo in association with technical staff of KVK, Upper Subansiri.

Paddy fields of villages Sippi, Dumporijo and Ligu, which are considered rice belts of the district, have reportedly been affected by outbreak of the insects.

The technical team headed by Dusa Lida (DAO, Daporijo) along with ADOs Kenpi Lollen, Rukdam Jeram, Dr. W. Purnima Devi,  Agriculture Field assistants D.Pandit, T.Soki, D. Karbi  and subject matter specialists from KVK visited the various affected rice fields and demonstrated the use and application of recommended pesticides.

During the programme, the farmers were explained about the possible causes of the outbreak, nature of damage, consequences of the infestation and management measures through Integrated Pest Management system.

D.Lida, further appealed to the farmers to keep constant touch with the Agriculture Department and the KVK so that the menace of pest infestation could be managed effectively. He also assured the farmers that sufficient pesticides would be made available at the departmental store as early as possible. Considering the intensity of the pest outbreak and plight of the farmers, pesticides were distributed to the farmers at the end of the campaign.

 

 

Apex Bank signs MoA with NABARD on core banking solution

ITANAGAR, May 30: A Memorandum of Agreement (MoA) has been signed between NABARD, Arunachal Regional Office, Itanagar and Arunachal Pradesh State Cooperative Apex Bank Ltd; Naharlagun for implementation of Core Banking Solution (CBS) in the bank today.

The NABARD will extend technical support and selection of vendor for successful implantation of CBS in all the 32 branches and Head Office of the bank within December 31, 2012.

After computerization of bank branches, the bank will open extension counters in the unbanked blocks to extend banking services to unreached areas and section of people.

The bank is also implementing Computerization (dry-run) programme of LAMPS (Large-sized Multi-purpose Cooperative Societies), with the support of the NABARD, for which pilot project in three LAMPS viz. Rupa, Tawang and Dibang Valley LAMPS, is under progress, according to an Apex Bank release.

Campaign on children’s rights

The campaign for universal ratification of the Optional Protocols to the Convention on the Rights of the Child launched in May 2010 provides guidance for States in their efforts to prohibit and prevent sexual violence and exploitation of children and the prosecution of perpetrators.

It also protects children from sale or trafficking for purposes such as forced labour, illegal adoption or organ donation.

The Protocol on the Involvement of Children in Armed Conflict prohibits the use of children in hostilities.

It urges all States to set their minimum age of conscription at I8 years and prohibits the recruitment by armed groups of children under the age of 18.

So far, twenty additional countries have ratified the optional protocol on the sale of children, child prostitution and pornography, while 15 States have become parties to the optional protocol on children in armed conflict since the launch of the campaign.

Foothills have run out of option

Dear Editor,

I would like to highlight the indispensable choice faced by the people of the foothills living in the Arunachal-Assam boundary following the various incidents of atrocities that have appeared in the news.

Our hope was that one fine day Arunachal would hearten a new strategy for the comrades who have been struggling out-and-out for ages not only for the boundary of Arunachal Pradesh but for the profound sentiments attached to the territory of the hill tribes.

The fact that makes it very unfortunate is that time and again any policy for our upliftment is arrogated by a torrent of ridicule and politics from within the people of Arunachal who have no concern for our sweat whatsoever.

We have realised that we have ended up fighting a frontier in the either side! Under the circumstances, who shall we consider as friends and who the foe? Unable to identify our foes within, the choice that we are offered to is to befriend the perceptible adversary and put an end to the unending futile struggle for a nation that was never ours!

Why sacrifice our lives for the countryside that never acknowledges our presence? The world is a global village now. And fortunate of being the citizens of country known as India recognised by the world, we have assumed that there is no such thing as Assam-Arunachal Boundary and will therefore, authenticate all our traditional territory to any party within the Union of India that recognises and confirms our land holdings.

Our fate of assimilation of the tribal minorities into the mainstream is imminent as the Bengal Frontier Act of 1873 known as the Inner Line Act is in effect nonexistent in the stretch where it is most needed. The inner Line Act has become a piece of scrap and therefore, should be done away with so that the circumstances that we are in could be experienced by everyone.

The outdated and irrelevant traditional prejudice against the Non-Arunachali, the grounds which induced the enactment of the Inner Line Act, will have to be abandoned beginning with the “opening up” of our territory under our disposal.

This is the step that would certainly radicalise our traditional perspective and traditional dealings which would be characterised by a great deal of adverseness to the existing convention. This would also certainly be immune of the petty politics of the indifferent Government and claptraps/ scorn of satirical populace of Arunachal Pradesh.

While enduring the unceasing negligence of the foothills by the various Governments of Arunachal Pradesh, we the people of the foothills have run out of all options and have lost all hope on Arunachal Pradesh. We have understood that our circumstances are ridiculed and politicised!

Humiliated and bruised, the choice that has been thrust upon the people of the foothills henceforth is to reconsider our pointless patriotism as proud citizens of the Arunachal Pradesh!

Open letter to the Chief Minister

Dear Editor,

The  Allopathic doctorsworking under NRHM on contractual basis have been trying to get an appointment with you but failed miserably. We understand you are a busy man and doing very good for our state. So ,we are trying to reach you through this letter. Hope our grievances are well received.

28 Medical Officers (Allopathy), previously working on contractual basis under NRHM, have been regularized vide order no. MDEV-2011/207 dated Itanagar the 3rd April 2012. Similarly Dental and Ayush doctors have also been regularized through similar orders. So, we had 70+ medical officers  regularized recently through various orders which were, we don’t know for what reason, not published in any of the dailies.

And that shockingly we have been left out of that list. Some of the doctors who have been regularised are even junior to us in the date of joining the jobs. The reason for which is not known to us. We are suspecting foul play.  We had approached the Minister and the Secretary, Health and Family welfare. Though they had assured us verbally on several occasions and the Minister even recommended in written, but it turns out that the remaining vacancies numbering 50 have been advertised through the APPSC for open competition vide No.PSC-R/11/2012 dated 22nd May 2012.

Since we are lone doctors posted at our respective medical setups in remote locations, we are bound to serve the public 24x7 even after duty hours for attending to medical emergencies. So we are practically left with very little time to study for competitive exams. It should be understood that seeing our plight, the future generation of young doctors will be deterred from serving in remote places in contract.    

Through this letter we would also like to question the APDA demand for stopping departmental regularization atleast at this moment. Because ,as per their demand we are left no where. We are twelve doctors currently left under NRHM. Do they want us to quit NRHM and sit for the preparation? Should we not be encouraged and awarded for  our willingness to work in places where very few would like to serve. This should be understood that it is also for this lack of willingness to work in remote rural areas that, the GOI is contemplating introducing Bachelor of Rural Medicine as a course which is being opposed vehemently by the medical fraternity. Some of us have already served 3-4 years whereas some of the recently regularized doctors have served just  for few months. How is that fair? On asking why we got left out, we were questioned in return why  didn’t we join the group? The group? We were shocked to hear this from such learned individuals. If this is how regularization is done in our state ,well, we have a group now. Instead of their demand, APDA should have questioned the pick and choose method applied here to regularize the in service doctors  because it is this method that has hurt even APDA in multiple occasions. But yes this is not the first time it has happened. So we also request APDA seniors to understand that a great injustice had been done to  us and support us. And we also request other organizations and unions to shout for us if they think we have been abused.

Last but not the least we were from the beginning not in favour of going to court because we love our colleagues who are very happy now  and who also deserved to be rewarded. We only want us also to be appreciated for  our share of service to the state and its people. We also demand our  posts to be regularized. Somebody has done wrong, you can do it right. We will apply again for an appointment, please meet us.

Let serenity prevail

Dear Editor,

Nestled in beautiful hill top of Itanagar, the Siddhart Vihar Monastery is one of the most beautiful and sacred place of worship. People throng there not only for worship but due to lack of good family recreational park.

But the worrying factor is that the beautiful place has become a favourite hunt of alcoholic and drug abusers and practice ground for dare devil youths to perform acrobatic stunts on their bikes. Echoing of screeching sound disrupt the tranquillity of the monastery. Infused with alcohol, youths don’t hesitate to eve tease young girls.

Dear Editor,

Through your esteemed daily newspaper, I would like to convey my message to our respected local MLA and higher authority of BSNL regarding the never ending ongoing network problem of Ramacamp area of Dirang circle. Since many years the condition of network is miserable and it is getting worse by the day. People have to travel a long distances by taxi in order to get a signal! Talking without any disturbances will be a dream come true. So it’s my humble request to the higher authority to give some of their precious time for the welfare of their public for whom they have appointed.
